Data Mode has three settings and the top one, Allow More Data on 5G, changes real behaviour rather than just quality sliders. With it selected, iOS permits higher quality FaceTime, high definition streaming, iOS updates over cellular and automatic iCloud backups without Wi-Fi.
It also lets the iPhone prefer 5G over a Wi-Fi network it judges slow or insecure, which is why some people find their iPhone ignoring a hotel Wi-Fi. You can control that per network under Settings, Wi-Fi, the info button, Use Wi-Fi for Internet.
On some unlimited plans this is already the default. It uses noticeably more cellular data, so it is the wrong choice on a metered plan. The other two options are Standard and Low Data Mode.
