This is the difference between "I will call them back" and actually calling them back. The reminder appears like any other, so it survives being buried under other notifications the way a missed call entry does not.
The rest of the second call handling is worth knowing too. Hold and Accept parks the first call, Swap moves between them, and Merge Calls joins both. On a CDMA connection some of those combinations behave differently, which is why the labels you see can vary.
