Quick answer
Review and edit everyone you have blocked. iOS keeps one shared block list used by Phone, FaceTime, Messages and Mail. Blocked numbers cannot ring you, and their messages are not delivered. Blocking happens entirely on your iPhone โ the caller is not told.
