What does **03*330*0000*1234*1234# do?
TS 22.030 section 6.5.4 defines this as registration of a new password, and registration is the only operation allowed. A supplementary service password can never be erased or read back, which is why there is no interrogation form and why a forgotten barring password can only be reset by the carrier.
Read the template as **03*ZZoldnew*new#. The 330 is fixed, and is the identifier the specification assigns to the barring services. The first four digits after it are your current password, then the new one twice. So a change from 0000 to 1234 is exactly the string shown. The spec also accepts a single leading star, *03*330oldnew*new#, and a form with the 330 omitted, **03*oldnew*new#, which sets a common password across every service that uses one.
This password has nothing to do with your SIM PIN, your voicemail PIN or your carrier account PIN. It exists solely for the barring family.
Important: There is no way to read a supplementary service password back or to erase it. If you change it and forget the new value you will have to ask the carrier to reset it, and repeated wrong attempts can block the password entirely at the network per 3GPP TS 22.004.
